Evaluation

Our evaluation work helps clients to assess how effectively their projects have met their aims, objectives and outcomes. As part of this we also specialise in cost benefit, cost effective, and value for money analysis

We are keen to be involved in evaluation from an early stage in order to be able to shape the evaluation framework and help put in place the right monitoring mechanisms to be able to collect the right data (formative evaluation as it is known). This can help with improving a project's delivery before its completion. We also undertake end-of-project evaluations (summative evaluations) that focus on assessing the effectiveness or impact of a particular intervention or programme.

We work with our clients to develop and integrate monitoring and evaluation mechanisms and techniques into their project delivery.  We have our own database staff who can design data collection systems to gather and analyse the right data in the most effective way. 


Cornwall Voluntary Sector Forum (2011)
Perfect Moment have been appointed by Cornwall Voluntary Sector Forum to undertake research exploring and highlighting the contribution of the Voluntary and Community Sector, in Cornwall, to the delivery and success of ESF Convergence Programme.

Learning Partnership (2008 - 2011)
Perfect Moment in partnership with the Marchmont Observatory at Exeter University have won the tender to deliver a number of evaluations of the European Social Fund programmes run by Cornwall’s highly successful Learning Partnership.  One of the largest organisations of its kind in the country, the Cornwall and Isles of Scilly  Learning Partnership has been responsible for managing over £25m of European Social Fund programmes delivering training to over 20,000 learners.  The partnership is made up of 22 organisations from the public, private and community sectors who are all significant training organisations. At present, Perfect Moment and Marchmont Observatory are evaluating, as part of this contract, the following:

Partnership Works - delivered by a partnership of VCS and mainstream providers, this programme delivered employability skills training to members of marginalised and disadvantaged groups.

Capacity Building Works – delivering health checks, capacity building support and associated skills training for 95 voluntary sector organisations

Sector’s Programme – a large £8m programme working with 13 sector support organisations to deliver skills training to the workforce

Clusters programme – a £4m programme developing local partnerships to deliver skills training to the workforce which specifically matches local employers skills needs.

Victim Support Cornwall (2011)
We are helping Victim Support Cornwall to evaluate the effectiveness of domestic violence awareness courses that they run in a number of schools.

Strength To Change (2010)
We undertook a return on investment study for this innovative programme run by NHS Hull which used a social marketing programme to engage and work with perpetrators of domestic violence.

Torbay Family Intervention Project (2010)
A value for money evaluation of this multi-disciplinary approach to problematic families in Torbay.


Dreadnought (2010 - 2011)
Case study evaluation of the support offered by this young people’s welfare charity to teenagers affected by domestic violence

Choices (2008-2010)
Major three year evaluation of this high innovative early intervention project working with young people who have been affected by domestic violence.

Against Domestic Violence and Abuse (2008)
Cost benefit analysis and editing of final evaluation report of this three year Invest to Save project working with families experiencing Domestic Violence in Devon.

Adult Learner Support Fund (2008)
Evaluation of financial support package offered to students to help overcome barriers to learning in Further Education in Cornwall

Fifteen (2008)
Evaluation of two European Social Fund programmes run by Jamie Oliver’s Fifteen franchise in Cornwall.  Programmes delivered training in high quality catering to young people at risk of social exclusion and offending.

Cornwall Marine Network (2007 - 2008)
A research project to evaluate the impact of Objective One funding on the Marine Sector in Cornwall

Valuing the Voluntary Sector (2007 - 2008)
A research project to evaluate the impact of Objective One funding on the development of the Voluntary Sector in Cornwall on behalf of the Voluntary Sector Forum.

CN4C (2007)
Contributed Survey design and statistical analysis to report into the impact of Objective One ESF funded projects on the day to day lives of people and communities in disadvantaged neighbourhoods in Cornwall.

Dartington Eco Watch (2007)
Evaluation for Heritage Lottery Fund of a volunteering conservation project on Dartington Estate.

Counting on Creativity (2006 - 2007)
A research project to evaluate the cumulative impact of Objective One project investments on the development of the Creative Industries sector in Cornwall, highlighting opportunities for future structural fund investment in the sector and producing best practice guidelines that can be shared with other EU regions.

Action for Blind People (2005)
Mid-term evaluation of transnational ESF Equal programme developing innovative support structures for people with restricted vision who were seeking work.

Evaluation of  London Youth Music Action Zone (2003/4)
Evaluation of DJ and mixing project and showcase event as part of Prevista’s wider evaluation of London Youth Music Action Zone.

Mediabridge (2003/4)
Evaluation of national programme of online and master-class careers advice and guidance to diversify the media workforce.

Cornwall Arts Marketing (2002)
Evaluation of the initial two years of  this substantial ERDF funded programme which offered marketing support to the creative industries in Cornwall and ran marketing campaigns on behalf of the sector.

Evaluation of programme run by national building firm to support the adherence to quality assurance in small sub-contractors.

Evaluation of Haringey Digital Arts Centre (2001)
